Fintech Supervisory Sandbox Pilot Conditions for Banks and Tech Firms

The Hong Kong Monetary Authority's Fintech Supervisory Sandbox allows banks and partnering tech firms to test fintech initiatives with limited customers under relaxed supervisory requirements.

What the Fintech Supervisory Sandbox Offers

The Hong Kong Monetary Authority launched the Fintech Supervisory Sandbox (FSS) in September 2016. It allows banks and their partnering technology firms to conduct pilot trials of fintech initiatives with a limited number of participating customers. During these trials, participants do not need to achieve full compliance with the HKMA’s supervisory requirements.

FSS 3.1 Pilot

In October 2022, the HKMA collaborated with Hong Kong Cyberport Management Company Limited (Cyberport) to pilot FSS 3.1, another track of the funding scheme.

Who Can Participate

To be eligible for the FSS 3.1 Pilot, a project must have a bank in Hong Kong acting as its sponsor.
