Overview
The Hong Kong Monetary Authority (HKMA) launched the Fintech Supervisory Sandbox (FSS) in September 2016. It allows banks and their partnering technology firms to conduct pilot trials of fintech initiatives with a limited number of customers, without needing full compliance with HKMA’s supervisory requirements.
FSS 3.1 Pilot
In October 2022, the HKMA collaborated with Hong Kong Cyberport Management Company Limited (Cyberport) to pilot FSS 3.1, an additional funding track.

Eligibility Requirements
To qualify for the FSS 3.1 Pilot, a project must have a bank in Hong Kong acting as its sponsor.
